A lot of what you’re talking about is because I don’t have all of the content in the game yet. The starting area (north continent), Nuro Island, Master Roshi’s island, and the south continent are all complete, and I’m currently working on the east continent. The west continent doesn’t have any quests at all on it yet.
If you want to check out the main quest line, it’s best to start by taking quests from NPCs on the north continent (Sephiroth, Bulma, Krillin, Coach Benzo all offer quests that start off the main storyline).
For Snake Way, yes there were some evil characters in DBZ that got to King Kai’s planet. I do try to follow DBZ as much as possible in Planet Mado, and to be honest I don’t really remember the reasoning behind the alignment gating of Snake Way vs Hell (it’s been about 25 years since my friends and I started Planet Mado). But that’s something I will consider (allowing negative alignment players to travel Snake Way).
There are some evil/negative alignment quests in the game, but not nearly enough for players who want to be evil. That’s another area I need to work on as far as game content goes.
